Jamalco is a joint venture between Noble Group and Clarendon Alumina Production (CAP) with a focus on bauxite mining and alumina production. The company started as a bauxite mining venture by Alcoa in 1959 and exported its first shipment of bauxite in 1963. The company began alumina production at a new refinery in Halse Hall Clarendon in 1972 with a production capacity of 500,000 metric tonnes per year (mtpy), which it exported from its port facility at Rocky Point. The refinery’s capacity was upgraded to 1 million mtpy in 1999 and then to1.25 million mtpy in 2003. The completion of a further upgrade in March 2007 lifted the production capacity of the refinery to 1.425 million metric tonnes per year. In 1988, the Government of Jamaica acquired a 50 percent share in the operations. The resulting company was named Jamalco, with Alcoa as the managing partner. Following the 2007 expansion, Jamalco’s ownership structure changed with Alcoa owning 55 percent and the Government of Jamaica, 45 percent. In December 2014, global commodities company Noble Group (SGX N21) acquired Alcoa’s 55 percent stake in Jamalco, while Clarendon Alumina Partners (CAP) retains its 45 percent ownership of the joint venture.
Jamalco’s core is the mining of bauxite and refining it into alumina before it is exported from its port at Rocky Point, Clarendon. On average, 2.5 tonnes of bauxite produce one tonne of alumina. The alumina is exported to aluminium smelters where it takes about two tonnes of alumina to produce one tonne of aluminium metal. The bauxite mines are located in South Manchester on the Mount Oliphant plateau and in Harmons Valley. The railhead, from which bauxite is trammed to the refinery, is located at St. Jago in Clarendon. The refinery is located at Halse Hall, Clarendon, and the port from which alumina is shipped is located at Rocky Point also in Clarendon.

In addition to its role to facilitate and promote economic growth and national development, the DBJ’s Mission is to ‘provide opportunities to all Jamaicans to improve their quality of life through development, financing, capacity building, public-private partnership and privatisation solutions in keeping with Government policy’. Hence the Bank’s focus on: (a) Ensuring that low-cost funds are available to all viable enterprises in the productive sectors which include agriculture, agro-processing, information processing, infrastructure, services, manufacturing, mining and tourism. (b) Increasing the capacity of financial and non-financial intermediaries and investors in the micro, small and medium-sized enterprises (MSME) sector, and making interventions in emerging sectors such as energy efficiency and conservation, micro-finance and venture capital. (c) Managing and executing the Government’s public-private partnership and privatization programmes through which entrepreneurship is developed and the ownership base of public entities is broadened.
While the DBJ continues to provide funding and technical assistance to large projects, it has expanded and improved its assistance to MSMEs which are widely recognised as the engine of economic growth and development, especially in small economies.
Our Foundation
The Jamaica Public Service Company Limited’s (JPS) connection to communities and the country is rooted deeper and stronger than its island-wide electricity grid and its network of power plants. Guided by the Vision, “Unleash national growth and prosperity by being the not-for-profit partner of choice in Jamaica’s Energy Revolution”, the Foundation has mandated itself to “Improve lives and empower Jamaicans through charitable development projects in Energy Education, Conservation and Innovation.” In order to achieve these goals, the JPS Foundation continues to implement its own signature programmes and partner with international, government, non-government, community-based, and private sector organizations implementing projects in areas aligned to its Mission and three areas of focus: Energy Education, Science, Energy and Technology Innovation and Conservation & Energy Efficiency Awareness.
As major players in the development of Jamaica, JPS and its Foundation embraces the need to effect change in the nation and is supporting through the objectives of Jamaica’s Vision 2030 as well as the United Nation Sustainable Development Goals (SDGs).

The National Petroleum Corporation (NPC) is a statutory body set up with responsibility for the management of the distribution of natural gas supply in Barbados for domestic, commercial and industrial use. The purpose of the enterprise is to provide and maintain an adequate, reliable, competitive, safe and efficient gas service to customers at a reasonable cost. The Corporation’s general functions – the production of crude oil, natural gas and liquefied petroleum gas, are permitted by statute and carried out by an associated company, the Barbados National Oil Company (BNOCL). Since January 2006, the Corporation has held 24.5% of the equity of BNOCL while the Government of Barbados holds the remainder.
Phoenix Park Gas Processors Limited (PPGPL) is a Trinidad and Tobago company which was formed in May 1989. Phoenix Park Gas Processors Limited (PPGPL) is one of the largest gas processing facilities in the Americas. We provide natural gas of a high quality standard to our customer by processing raw, natural gas delivered to our facility from their existing natural gas pipeline system. Processing involves the extraction of natural gas liquids (NGLs). The high quality processed natural gas is delivered by our customer to downstream facilities that use it as a fuel and feedstock to operate at optimal efficiencies. We also fractionate the extracted NGLs into three components: propane, butane and natural gasoline. The propane and butane are marketed in the Caribbean and Central America and the natural gasoline is marketed internationally.

BNOC came into operation in June of 1982 when the Barbados Government purchased the former Mobil Explorations Inc. production facilities at Woodbourne, St. Philip. It is a national oil company which is 75% Government owned and 25% owned by the National Petroleum Corporation (NPC). The company’s principle activities include upstream and downstream operations.
Dominica Electricity Services Limited (DOMLEC) is presently the only electricity utility in the Commonwealth of Dominica which is the third largest English speaking island in the Caribbean (754 square kilometers) and has approximately 75,000 inhabitants.
The Independent Regulatory Commission (IRC) which regulates the electricity industry in the Commonwealth of Dominica recently granted two licences to the company. The first is a non-exclusive generation licence, and the second is an exclusive licence to transmit, distribute and supply electricity within Dominica. These licences come into effect on 1st January 2014, until then the company will continue to operate under the 2006 Electricity Supply Act.
